2 requirement for a block party permit (Payne Avenue from Lawson Avenue to Case Streets) for

5 WHEREAS, the Payne-Arcade Business Associafion has argued that it would not be pracricable to
6 obtain neighborhood consent for Payne-Arcade Harvest Festival, and

8 TI3EREFORE BE IT RESOLVED, that the Saint Paul City Cauncil hereby waives the 60% consent
9 requirement for a block parlylspecial event permit for the 1998 Payne-Arcade Harvest Festival to be
10 held September 19,1998 between the hours of 9:00 A.M. and 5:00 P.M.
