WHEREAS, The Saint Paul Police Department as app ie or an receive a gran rom e a e o
Minnesota for $25,000 to form neighborhood block clubs to participate in community based crime
prevention, and
WHEREAS, The City of Saint Paul previously accepted the grant by Council Resolution and
authorized the match from the Police Department's 1989 one-third budget savings, and
WHEREAS, The Police Department desires to set up a budget to accomplish the tasks in the
grant, and
WHEREAS, The Mayor, pursuant to Section 10.07.1 of the City Charter, does certify that there are
available for appropriation, revenues in excess of those estimated in the 1990 Budget; and
WHEREAS, The Mayor recommends the following changes to the 1990 Budget:

U'HEREAS, the reported crime on the east side of the City of Saint
Paul is increasing at a higher rate Lhan the rest of Lhe city, and
WHEREAS, in an effort to combat this rise in the crime rate o� the eas[
side of Saint Paul, the Saint Paul Police Department fn cooperation with
Distrfct 1, 2, 4 and S nas applied for a grant from Lhe Mianesota
Department of Public Safety in [he ae+ounL of �25,000 for each year 1990
and 1491 to form neighborhood block clubs and par[icipate in other caceanvnity
bascd crime prevention programs, and
4ti�EREAS, [he Saint Paul Palice Department desires to match the
grantor's share of costs frora 1989 one—third budget saviaga, and

The St. Paul Police Department has applied for and received a grant
from the State of Minnesota for $25,000 to form neighborhood block
clubs and participate in community based crime prevention. This
resolution transfers $25,000 from the general fund which represents the
police department's 1989 one-third savings. This amount represents
the City of St. Paul's match of the grant money.
