5 SAINT PAUL NEIGHBORHOOD ENERGY CONSORTIUM

7 WHEREAS, the Saint Paul Environmental Initiative Award is given to the individual, organization,
8 or business whose actions have most shown an understanding and a concem for the environmental
9 needs of the citizens of Saint Paul; and
10
11 WHEREAS, the Saint Paul Neighborhood Energy Consortium (NEC) has been a community leader
12 in the areas of energy conservation, recycling, composting, and waste reduction; and
13
14 WHEREAS, the NEC has worked with the citizens of Saint Paul to conserve energy with its House
15 Doctor programs, the Project Insulate program, Ener� Conservation Audits and other programs;
16 and
17
18 WHEREAS, the NEC has operated a neighborhood curbside recycling program that has shown vast
19 improvement in citizen participation in the last year, including participation by citizens living in
20 multi-unit dwellings; and
21
22 WHEREAS, the NEC has served as a clearing house for the public for information concerning
23 energy conservation and waste reduction efforts;
24
25 NOW, THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul wishes to recognize
26 the achievements and initiatives shown by the Saint Paul Neighborhood Energy Consortium in
27 working towards the fulfillment of the environmental needs of the citizens of Saint Paul by awarding
28 the Neighborhood Energy Consortium with the Saint Paul Environmental Initiative Award, 1990.
