WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shali report the same to the City Council in accordance with Chapter 14 of the City Charter.

(City Project 90-P-1069) by grading� paving with bituminous surfacing�
constructing concrete curb and gutter, driveway aprons, oufinraiks,
intersection radii, placing topsoil and sodding boulevards� installing
redesigned lantern style street lighting (City Project 90-V-083� and
doing all other work necessary to complete said improvement.
INITIATING ACTION
This project was initiated by the Department of Public Works and the
.. District 11 Community Council.
EXISTING CONDITIONS
Thomas Avenue is an oiled street, 32 feet wide with a 66 foot
right-of-way. The driving surface is in poor condition, being very rough.
cracked and uneven. Parking between Snelling Avenue and Aldine Avenue is
on one side and befinreen Aldine Avenue and Fairview Avenue parking is on
both sides.
The existing sidewalk between Snelling Avenue and Aldine Avenue is 5
feet wide on both sides of the street and in a fair to good condition.
� Between Aldine Avenue and Fairview Avenue the existing sidewalk is 5
feet wide, exists only on the north side of Thomas Avenue and is in a fair
to good condition. On the south side no sidewalk exists.
Between Snelling Avenue and Aldine Avenue the curb is severely cradced
" and settled� with the boulevard in fair condition. Befinreen Aldine Avenue
and Fairview Avenue no concrete curb exists on either side of Thomas
Avenue. On the north side of the street, the boulevard is in a poor
condi�on as a result of vehicles parking within the boulevard. On the
south side of the street, the boulevard area is c�vered with bitumi�us
surfacing where vehicles cuRentiy park. �

Between Snelling Avenue and Aldine Avenue 44 trees varying from 4" to
42" in diameter are planted within the north and south boulevard.
Befinreen Aldine Avenue and Fairview Avenue 24 trees varying from 4"fio
15" in diameter are planted in the north boulevard. No trees are planted in
the south boulevard where bituminous surfaang in fro�t of business
exists for vehicle pa�cing.
Average daily traffic counts (last taken in July of 1989) are 3�150
vehicles. According to current MSA standards, Thomas Avenue is
classified as a high density collector.
Currently, overhead lighting is mounted on v+rood poles which are spaced
approximately every 300 feet.
PROPOSED IMPROVEMENTS
The entire driving length of the project will be regraded and reconstructed
with a full depth bituminous pavement. New concrete curb and gutter,
driveway aprons, intersection radii, and outwalks will be constructed.
Within the boulevards topsoil and sod will be placed. After construction
completion, trees wiii be planted in the boulevards where needed.
Currently, Thomas Avenue is 32 feet wide. It is prop�ed to keep Thomas
Avenue between Snelling Avenue and Aldine Avenue at a 32 foot width.
Current MSA standards for a high density collector with parking on one
side are 36 feet. Befinreen Aldine Avenue and Fairview Avenue it is
proposed to widen Thomas Avenue to 38 feet Curre�t MSA shdndards for a
high density collector with parking on both sides is 44 feet A variance to
MSA standards is being processed.
The proposed lighting system (City Project#90-V-083� will consist of
the redesigned lantem style street light with a 165 foot spacing between
light standards.
IBEE�
With the proposed street widths of 32 feet between Snelling Avenue and
Aldine Avenue and 38 feet between Aldine Avenue and Fainriew Avenue, no
trees should be adversely affected. The City Forestry Department
. supports the proposed street widths. However� it is possible that as a
result of the root grinding assxiated with curb and gutter construction,
up to twelve trees befinreen Aldine Avenue and SneNing Avenue could be
lost up to three years after the project is completed.

' INFORMATIONAL MEETIN
An informational meeting was held on January 30, 1990 at the�on
Lutheran Church downstairs auditorium. All adj2�cent property ovmers
and other interested parties were invited fio atbend. Twenty three
residents were present The major point of discuss�n was whether tio
widen Thomas Avenue from Sneiling Avenue tio Aldine Avenue to 34 feet or
to leave the street at i�s present width of 32 feet A vote was taken:
thirteen residents voted for the street widening to 34 feet ancl�n
residents voted for the street to remain at i�s present width of 32 fee#. ,
Since the meebng, local residents have a signed peti�on with the
majority of affected property owners preferring the 32 foot street width.
TIME SCHEDULE
This project could begin in early to mid summer of 1990 and be completed
by freeze up in the fall of 1990.
