6 WHEREAS, the Ayd Mill Road Task Force recommended that an Environmental Impact
7 Study (EIS) be completed before any reconstruction or new connections occur; and
8
9 WHEREAS, the City of Saint Paul Capital Improvement Budget Committee expressed
10 concem about the estimated cost and lack of an identified source for the major portion of the
11 funding for the EIS and recommended partial funding in the 1990 Capital Improvement Budget in
12 the amount of $250,000; and
13
14 WHEREAS, the City Council did rret approve the allocation of ftmds $250.000 for the Ayd
15 Mill Road EIS as recommended by the CIB Committee in adopting the 1990 Capital Improvement
16 Budget, b�i placed �995;5�$ the $250.000 in contingency �endin� further
17 discussion with the State Department of Trans�ortation (DOT�re a� rding DOTs partici�ation in
18 conducting an EIS for Ayd Mill Road; and
19
20 WHEREAS, the State of Minnesota has not� appropriated the remaining funding for the
21 Ayd Mill Road EIS, estimated at $750,000; and
22
23 WHEREAS, the Selby Avenue Bridge, located between Hamline Avenue and Snelling Avenue
24 was constructed in 1891 and was closed in 1989 because of its unsafe conditions due to
25 deterioration; and
26
27 WHEREAS, this closing has eliminated a heavily used arterial street, created an inconvenient
28 situation at best and has forced traffic onto residential streets; and

8 WHEREAS, the CIB Committee has reviewed the request for funding for the study of the
9 Selby Avenue Bridge reconstruction and recommended that financing be deferred until there is
10 assurance that the bridge will conespond with the proposal for Ayd Mill Road; now, therefore, be it
11

16 or otherwise restrict the options for Ayd Mill Road, that the City of Saint Paul commits to replacing
17 these funds in the 1991 Capital Improvement Budget and will lobby the State of Minnesota for the
18 additional funds necessary to complete the Ayd Mill Road Environmental Impact Statement.
