WHEREAS, a fatal boating accident occurred on Sunday, April 22, 1990 on the
Mississippi River in the vicinity of the City's Hidden Falls Park; and
WHEREAS, it is anticipated that low water levels in area lakes will cause more
boaters to use area rivers for their pleasure boating; and
WHEREAS, some of these boaters may be inexperienced in river boating and not
aware of safe river boating practices; and
WHEREAS, the amount of uncontrolled boat traffic on the Mississippi and
Minnesota Rivers may cause unsafe conditions; and
WHEREAS, the City of Saint Paul has an interest in providing a safe and
pleasurable boating experience for boaters using the Saint Paul portion of the
Mississippi and Minnesota Rivers; .
NOW, THEREFORE, BE IT RESOLVED that the proper City officials are hereby
directed to contract other public and private agencies that have an interest
in, and obligation for, safe boating conditions on the Mississippi and
Minnesota Rivers.
Said officials shall work with other agencies in developing a plan to insure
the safety of all boaters due to the expected influx of boaters. Agencies to
be contacted include: the Ramsey County Sheriff's Water Patrol Division, the
United States Coast Guard Auxiliary, the Minnesota Department of Natural
Resources, local marina owners and operators and representatives of the barge
and towing industry. .
Saint Paul officials are also hereby directed to work with officials of
Hennepin County and the City of Minneapolis to develop a joint powers
agreement for implementation and enforcement of appropriate boating speed
restrictions on the Mississippi and Minnesota Rivers.
Representatives from the City of Saint Paul Fire Department, Police
Department, and Community Services shall participate in this planning process.

City officials are directed to report back to the Saint Paul City Council
within thirty days of today's date as to the progress that has been made in
developing a .safety plan for the Saint Paul portion of the Mississippi and
Minnesota Rivers.
