FOR CLASSIFICATION OF PROPERTY LOCATED IN THE SAINT PAUL RIVERFRONT ENTERPRISE ZONE AS CLASS 4d EMPLOYMENT PROPERTY WHEREAS, Mr. Leo Fox/Fox Packaging, Inc. (the "Company") filed with the City Cierk an Application for classification of its property located at the southwest ' corner of Plato Boulevard and Robert Street as Employment Property pursuant to Min- . nesota Statutes Section 273. I313 and the Saint Paul Riverfront Enterprise Zone Program (the "Program"); and WHEREAS, the new investment, tax classification, and State tax credits as set forth in detail in the March 1, 1990, Staff Report will result in the creation of 10 new positions in Saint Paul with the construction of a new 90,000 square foot facility for Fox Packaging, Inc. ; and WHEREAS, there has been presented to and considered at this meeting a Par- ticipation Agreement between the City end the Company whereby the Company covenants respecting the completion of property improvements; and WHEREAS, the City Clerk duly published on March 24, 1990, in the Saint Paul Legal Ledger, the official newspaper for the City a notice of publlc hearing before the City Council upon the Company's Applicatlon; and WHEREAS, District 3 Planning Council has reviewed and recommended approval of the Application; and WHEREAS, the City Councll conducted a public hearing on April 26, 1990, upon the Application at which hearing opportunity was provided for the Applicant, the County Assessor, representatives of affected taxing authorities and any taxpayer of the City or member of the public to present their views orally or in writing at or before the hearing, and having duly� considered the testimony and wrltten views presented at the hearing and the Application, staff report and draf-t Participation Agreement; now therefore, be it RESOLYED by the Council of the City of Saint Paul that it hereby determines that the Applicatlon of Mr. Leo Fox/Fox Packaging, Inc., the property improvements, retained and new Jobs and tax benefits proposed meet the obJectives of the Saint Paul Riverfront Enterprise Zone Program. ORiG�I�NAL ' �� � y� -7�3 RESOLVED FURTHER that the City Council additionaily finds and determines that the construction of the new facility ( I ) is reasonably likely to create new employ- ment in the City; (2) will rwt have the effect of transferring existing employment from one or more other cities within Minnesota; (3) will result in an increase in market value of the employment property of $1.2 million which is .00016� of the market value of all taxable property in Saint Paul ; and (4) should not result in the reduction of the assessed value of existing property within the City owned by Ap- p I i cant. RESOLVED FURTHER that the Application and employment property reclassificatlon thereby proposed is hereby approved and the City Clerk is directed to transmit the Application together with a certified copy of this resolution to the Commissioner of Trade and Economic Development for consideration and final approval . ENTERPRISE ZONE APPLICATION A. PROPOSED EMPLOYNENT PROPERTY Fox Packaging, Inc. proposes that approximately 169,800 square feet or ap- proximately 3.9 acres of land to be acquired from the Port Authority of the City of Saint Paui in Riverview Industrial Park be determined eligible for reclassiflcation as employment property through the City's Riverfront En- terprise Zone Program. The property will be reclassified for tax purposes with the real estate taxes reduced by 50$ over the next five years as the City's local contribution. This property is identified by the Ramsey County Tax Department throu'gh the following prope�ty identification numbers: 05-28-22-33-0001-4 05-28-22-33-0002-7 05-28-22-33-0004-3 05-28-22-33-0005-6 05-28-22-32-0023-7 05-28-22-32-0024-0 05-28-22-32-0022-4. ` The maJority of this property is presently tax exempt and owned by the Port Authority. The property is within the City of Saint Paul 's riverfront tax increment distrlct. Staff is recommending that the Enterprise Zone bound- aries along with the origtnal hardship area be realigned to inciude this property. B. IMPROVEMENTS AND PROPOSED USE Fox Packaging, Inc. manufactures wlndshield washer fluid, gasoline deicers and other related products. Thei� production operation is located at 137 South Robert Street' in a 30,000 square foot factlity. They also recently ac- quired the former Hi-Lex building Just south of their exlsting building and are using that for warehousing space. This proJect wili aliow the company to consolidate and expand operations in St. Paul . Fox Packaging, Inc. will construct a 90,000 square foot production faciltty on the site. The investment in the proJect including land, building and equipment will total approximately 32. 1 miilion. C. PROJECTED INCREASED MARKET VALUE The market value will increase by the amount of the improvements plus the land value as the Property has not generated any taxes being owned by the Port Authority. The development will result in an estimated market value of $1,200,000 which is .00016 of the market value of ail taxable property in Saint Paul . The proJect is within the City of Saint Paul Housing and Redevelopment Authority's riverfront tax increment district. This project will have a positive impact on the district�s revenues. . In addition, the company esttmates they will hire at least 10 new employees within the next two years. The company has entered into a City of Saint Paul Employment and Training Par- ticipation Agreement and anticipates recruiting from the immediate neigh- borhood. E. DRAFT PARTICIPATION AGREEMENT A draft Participation Agreement has been negotiated with the foilowing tax benefits: , Annual 5-Year Total State New Employee Credits 9,000 State Debt Financing Credits 475,000 475,000 Local Property Tax Reduction (Estimated) 30,000 15U,000 This represents a prlvate-to-publlc ratio of approximately $3.31 private per $I public tax reduction or credit. It aiso represents one new and retained Job per 518,647.06 of tax credits. The original City Council guidelines call for an eight to one public to private investment ratio and $10,000 per retalned Job or $20,000 per new Job. Note that to date proJects receiving credit achieved the following: $12.77 of private investment for each $I of public tax reduction and credtt; 31,596 per new or retained Jobs. F. COUNCIL FINDINGS Fox Packaging, inc. 's application proposes to create up to 10 new Jobs, none of which would be a transter f�om another Minnesota municipality. The proposai will not result in the abandonment or demolition of other property owned by the applicant in Saint Paul causing reduction of the assessed value of existing property within the City. They expect to lease out their existing facilities. G. REOOMMENDATION The staff of the Port Authority of the City of Saint Paul recommends the City Council approve the attached Participation Agreement for Fox Packaging, Inc. as drafted. IMPROVEMENTS AND PROPOSED USE Fox Packaging, lnc. manufactures windshield washer fluid, gasoline deicers and other related products. Their production operation 1s located at 137 South Robert Street' in a 30,000 square foot facility. They also recently ac- qutred the former H1-Lex building Just south of their existing building and are using that for warehousing space. This proJect will aliow the company to consolidate and expand operations in St. Paul . Fox Packaging, Inc. will construct a 90,000 square foot production facility on the s�te. The investment in the proJect including land, building and equipment will total approximately E2. 1 million. C. PROJECTED INCREASED MARKET VALUE The market value wiil increase by the amount of the improvements plus the land value as the property has not generated any taxes being owned by the Port Authority. The development will result in an estimated market value of $1,200,000 which is .00016 of the market value of all taxable property in Saint Paul . The proJect is wtthin the City of Satnt Paul Housing and Redevelopment Authority's riverfront tax increment district. RETAINED AND NEW JOBS The company has 24 full-time equivalent employees who will be retained in Saint Paul with construction of the new facility. In addition, the company estimates they will hire at least 10 new employees within the next two years. The company has entered into a City of Saint Paul Employment and Training Par- ticipation Agreement and anticipates recruiting from the immediate neigh- borhood. E.
