WHEREAS, the City of Saint Paul is sponsoring a Lowertown Arts Festival to be held
June 8, 9, and 10, 1990 in Mears Park; and
WHEREAS, the City of Saint Paul is also sponsoring a River Revivalfest in
July, 1990; and
WHEREAS, expenditures for the two special events are now projected to be $84,850
over the revised 1990 budget; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, does certify
that there are available for appropriation revenues in excess of those estimated in
the 1990 budget; and
WHEREAS, the Mayor recommends the following changes to the 1990 Budget:

Amending the budget for the Lowertown Arts Festival . �A city celebration of Lowertown
and the arts community. Lowertown Festival will be in Mears Park June 8, 9, and 10, 1990
And amending the budget for River Revivalfest.
ADVMITAGES IF APPROVED:
1. The City will be paid back with whatever profits the events will make.
2. Lowertown Festival is a positive festival to promote the city and its arts cornrnunity.
3. Lowertown Festival has and will continue to be a successful event.
4. Lowertown Festival - it is estimated that the City will generate a profit from the event
of $11,200.
5. River Revivalfest will help with the global cornrnunity outlook and resolution the Council
passed in December.
