ADVOCATING SAINT PAUL AS THE PERMANENT LOCATION FOR THE ARTS HIGH SCHOOL WHEREAS, The City of Saint Paul was determined as the future s'rte of the Arts High School as the result of a lengthy process determined by the State and the State appropriated $4 million to acquire property in downtown Saint Paul for the future construction of the Arts High School; and WHEREAS, the Arts High School received support from the City, including the contribution of 163,000 square feet of City property valued at $2.8 million (contingent on construction funds being secured), design assistance, administrative support, and integration of the Arts High School building in Cleveland Circle master plan; and WHEREAS, plans for the Saint Paul Arts High School call for saving and restoring the historically designated Quinlan Home; and , WHEREAS, the Center for Arts Education has specifically stated their interest in locating the Arts High School in Saint Paul, as opposed to their temporary location in Golden Valley; and WHEREAS, Saint Paul offers numerous amenities which augment and support the educational impact of the Arts High School on its student population, including downtown cultural facilities, other educational facilities, community events, government agencies, and neighborhood amenities; and WHEREAS, Saint Paul meets criteria defined by the Arts High School, including a safe downtown location with good highway and transit access, accessible to health and commercial services; and WHEREAS, Saint Paul is home to private colleges and seminaries, as well as the College of Associated Arts, Minnesota Conservatory of Pertorming Arts, Classical Ballet Academy, and the Saint Paul Technical College; and WHEREAS, the Arts High School site is close to the Saint Paul Public Library, Science Museum of Minnesota, Minnesota Museum of Art, Ordway Music Theatre, World Theatre, Minnesota Public Radio, KTCA Public Television, Metropolitan State University, Minnesota History Center, Park Square Theatre, Great North American History Theatre, Spirit of the Horse Theatre, Penumbra Theatre and many other cultural organizations; fl R� G I N A L ' �� �ya-GG�' NOW THEREFORE BE IT RESOLVED that the City of Saint Paul strongly affirms the position that the Arts High School should be located in downtown Saint Paul at its planned location; FURTHER, the City believes that the Arts High School should be located near the artistic, cultural and historic amenities abundant in downtown Saint Paul, and that this type of intellectually stimulating environment is an important asset for the Arts High School and its students; FURTHER, the City of Saint Paul is anxious to work with the State and the Arts High School to develop alternative plans for construction of the School which would be more cost effective and make use of available downtown housing resources which may reduce the overaN cost af the project; FURTHER, the City of Saint Paul is willing to contribute the land for the Arts High School which is adjacent to the State owned land acquired for this purpose and extend such offer until such time as construction funds are secured; BE IT FURTHER RESOLVED, that the City of Saint Paul would be willing to provide revenue bond financing or other mutually agreeable financing options to accomodate construction of the Arts High School at the downtown Saint Paul location. The State of Minnesota would be required to provide debt service for any financing option.
