1'WHEREAS, the Department of Jusfice (DO.n, Office of Community Oriented Policing Services (COPS)
2 awarded the City of St. Paul a Problem Solving Partnership Grant in the amount of $89,250 for the
3 Empowerment of New American Business Leaders (ENABLE) on University Avenue in 1997, and

WHEREAS, the City of St. Paul intends to access the funding to address ENABLE problems in a collaborarion
of the Police Department, the Mayor's Office and University United, and

8 WHEREAS, the St. Paul Police Department espended $29,290 of this grant in 1997, and desires to establish a
9 spending and financing plan for the remaining $59,960 in the 1998 budget, and

11 WfIEREA5, The Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that
12 there are available for appropriation funds in eacess of those estimated in the 1998 budget; and
