and 3 4 WHEREAS, w en children fail to get adequate routine and preventive health 5 care, they can suffer s rious illness requiring hospitalization and even permanent 6 physical injury, such a loss of hearing when there is no access to treatment for ear 7 infections; and 8 9 WHEREAS, r cent surveys through programs providing nutrition for low 10 income children in Sa nt Paul found that almost 20% of the children using those 11 programs came from amilies of working poor people who were not eligible for 12 Medical Assistance ( ); and 13 14 WHEREAS, i 1989, an estimated 18,100 working poor Saint Paul residents 15 received health care s rvices in an estimated 34,150 visits to the network of eight City 16 subsidized neighborh od health centers; and 17 18 WHEREAS, S int Paul and Ramsey County will provide more than $2.8 19 million to cover healt care for uninsured persons in 1990, including subsidies made 20 by the City of Saint P ul to neighborhood health centers, which subsidies could be 21 used more effectively if persons eligible for State programs were enrolled in such 22 programs so that the osts of their health services would be reimbursed; and 23 24 WHEREAS, t e State of Minnesota currently provides funding for the 25 Children's Health Pla� for outpatient and preventive health care services to cover 26 children from the age of one year to eight years old and effective January 1, 1991 will 27 provide coverage for hildren up to eighteen years old whose families have gross 28 family incomes of up o 185% of federal poverty guidelines; and 29 30 WHEREAS, t e State of Minnesota provides health care coverage under 31 Medical Assistance f prenatal care and children from birth to one years old where 32 families have gross fa 'ly incomes of up to 185% of federal poverty guidelines and 33 has extended Medica' Assistance coverage for one year after families leave AFDC; 34 and 35 36 WHEREAS, i is estimated that from 1,000 to 2,800 children in Ramsey 37 County who are eligi le for the Children's Health Plan are not enrolled in the Plan, 38 whether due to lack f information or due to entry barriers to the program, such as 39 the need to complete application forms or to pay a fee of $25 per child to be 40 enrolled; and 0 � lGINAL � � � �� - � ��-��� 1 WHEREAS, m�.ny individuals, including members of the Southeast Asian 2 Community, are not a�pvare of health benefits available for working families; and 3 4 WHEREAS, th Community Services Department and the Division of Public 5 Health enter into con acts with community health centers and will receive funds 6 through the Communi Resource Program (CRP) process to provide services 7 targeted at groups wh may have uninsured or underinsured children, therefore be it 8 9 RESOLVED, t at in any City contracts with community health centers which 10 treat children in the e 'gible age range, including but not limited to yearly contracts 11 and contracts providinJg CRP funds, the Saint Paul City Council requests that the 12 Saint Paul Division of I Public Health require the following as a condition of receiving 13 funds: 14 15 a) t at the community health center have a program to provide 16 informa 'on and outreach to enroll children in the Children's Health 17 Plan; 18 19 b) t at the community health center report in its documentation, the 20 number of insured persons who are insured through the Children's 21 Health lan, the number of uninsured persons who are eligible for 22 Childre 's Health Plan, and of the latter whether such persons were 23 enrolled in and/or provided information regarding the Children's Health 24 Plan; a be it 25 26 FLJRTHER SOLVED, that the Division of Public Health be requested to 27 seek and apply for p�ate funds to subsidize and/or assist low income families in 28 paying the fees reqwr d for enrollment in the Children's Health Plan and work 29 cooperatively with ot er organizations providing similar services; and be it 30 31 FURTHER R SOLVED, the Saint Paul City Council requests that the funds 32 provided to the Saint Paul Division of Public Health this year through the CRP 33 program as a compo nt of the Health Care Services project 66-17-C be used for the 34 purpose of training d organizing outreach workers, including volunteers, to provide 35 information and assis people in obtaining access to the Children's Health Plan and 36 other health bene�its; and be it 37 38 FURTHER R SOLVED, the Saint Paul City Council requests that in any 39 contracts into which t e City enters providing CRP funds for the Thomas-Dale Family 40 Resource Center, the City include guidelines for the Family Resource Center to 41 provide outreach reg rding the Children's Health Plan and other benefits to families 42 and parents contacte by the Center; and be it 43 44 FURTHER R SOLVED, the Saint Paul City Council requests that in 45 connection with the RP project for Southeast Asian Access the Saint Paul 46 Department of Co unity Services include training and support for bilingual and 47 outreach workers so hat they may provide information to Southeast Asian families on 48 Children's Health Pl� and other benefits available to working families to facilitate 49 children's access to h alth services and the ability of families to seek self-suf�ciency;
