Where�s, The Council must review and approve all roposed
capital improvements for the city; and
Whereas, When considering construction of new f ilities the
total cost of an improvement is of vital conside on; and
Whereas, Proposed new facilities may, )n some cases, be
constructe'�d on land which is currently owned 6 the city , or may
be constru�cted on property to be acquired b e city; and
Where�as, In the past the Council ha� t been provided with
the inherent value of presently owned c y roperty, including but
not limiteld to park land, when asked o aqprove use of existing
property as opposed to the acquisition o additional property; and �
Where�as, The Council desires to in a position to ascertain
the tota7 cost alternatives when asked to authorize capital
improvemen,ts and provide the nec'�s ary funding; now therefore be
it N
Resollved , That the Counci 1 �oes hereby request that in future
requests fior capital improve �ts where an option exists to place
proposed ilmprovements on ci - wned real estate, including but not
limited ta park land , that e estimated cost of the improvement
include tl�e current val ti n or current market value of the city
owned pro�erty.
