1 WHEREAS, construction plans S.P. 97-100-01, for the University of Minnesota Intercampus
2 Transitway Phase I, have been submitted to the Department of Public Works for review, and

4 WHEREAS, City staff has reviewed the plans and has found them satisfactory for construction
5 within the City of Saint Paul, and
6
7 WHEREAS, certain conditions will minimize the negative impact University buses can have on the
8 community; now therefore be it

10 RESOLVED, that the Council of the City of Saint Paul hereby approves said plans for Phase I
11 subject to the following conditions:

13 1) That the proposed landscaping be fully in place before the Transitway becomes
14 operational, and
15
16 2) That the speed limit of the Transitway shall be in compliance with federal, state, and city
17 speed restrictions, which the City Council intends shall in no event exceed 45 Miles per hour,
18 and
19
20 3) That the University will use its best efforts to secure funding for Phase II of the
21 Transitway so that Phase II can be built concurrently as much as possible with construction of
22 Phase I of the Transitway, and
23
24 4) That if funding for Phase II is inadequate to complete the entire Transitway before it
25 becomes operational, the University will use its best efforts to remove bus traffic from
26 residential streets, including but not limited to Raymond and Cleveland Avenues, and to route
27 bus traffic to and from the State Fairgrounds using Energy Park Drive.

The University of Minnesota plans an exclusive use bus transitway between campuses. This
will provide faster transit .between campuses, remove many buses from city streets, and allow
for more student parking in the fairgrounds.
AOVANTAGES IF APPROVED:
University will be able to proceed with construction. Transit savings to the University
will be realized. The conditions will assure that the negative impact the bus traffic can
have on the neighborhood will be minimized by full landscaping before the transitway
becomes operational and encouraging that both Phases of the transitway be built
concurrently as much as possible. Also, buses will be removed from city streets as much as
possible.
DISADVANTAQES IF APPROVED:
None.
DI3ADVANTAOES IF NOT APPROVED:
Construction will be delayed until plans approved. Costs will increase. Federal
participation is fixed. University financing wil increase.
