To decide whether to proceed with the condemnation and taking of
PU R PO S E Permanent utility easements and temporary construction easements
near Starkey Street between Plato Boulevard and Concord Street for
the CONCOCRD/CONGRESS AREA SEWER SEPARATION PROJECT. Said easements
are detailed on the attached legal description.

Condemning and taking permanent utility esseaents and temporarq
c�onstruction easements near Starkey Street between Plato Boulevard and
Concord Street for the Concord/Congress Area Storm Sewer Project
described as followa :
Permanent utility easements on , over and across the Southwest Quarter of
the Southwest Quarter of Section 5 , Township 29 North , Range 22 W ,
Ramsey County, Minnesota , described as follows :
The southwest 12 feet and the northwest 25 feet of the
southwest 22 feet of Lot 6 , Block 170 , West Saint Paul Blocks
100 through 171 , etc ; also the southwest 12 feet of Tract A,
Registered Land Survey 366; also , beginning at the south corner
of said Tract A , thence southessterly 90 feet along the
northeast line of the existing sewer and water easement , thence
northeast 12 feet perpendicular to said easement liae , thence
northwest 90 feet more-or-less on a line parallel to said
northeast line of existing sewer and water easement to a point
on the southeast line of said Tract A, thence southWest along
said southeast line of Tract A 12 feet to the point of
beginning , all within Tract B , Registered Land Survey 366 ;
also , the west 10 feet of Lots 1 , 2 and 3 , Block 14, and the
southwest S feet of Lots 4 and 5 , Block 14 , West Saint Paul
Blocks 1 through 99 ; also , the southwest S feet of vacated
Colorado Street east of said existing aewer and water easement
in vacated Starkey Street ; also � the southwest 5 feet of
vacated triangular area bounded by vacated Colorado Street ,
vacated Delos Street , Block 23 , in said West Saint Paul Blocks
1 through 99 , and the northeast line of existing sewer and

31st, 1990, or at completion of the project, whichever occurs first.
