Portz had been performing the work of Clerical Supervisor effective. July 1 , 1989 and ordered the Personnel Office to relay such finding and recommendation to the Mayor and Council ; now, therefore , be it RESOLVED, that the proper City -officials are hereby authorized and directed to . remit to Ms. Portz, not as back pay, such monies as she may be owed in wages for services rendered as a Clerical Supervisor commencing July 1 to October 6, 1989 ; and, be it FURTHER RESOLVED, that this resolution shall not be considered precedential and is unique as to a specific setting of facts and circumstances . The Union has grieved the City's failure to recognize the July 1, 1989 date for Jans reclassification. Until recently, reclassification decisions brought before the Commission were decided by the Commission. The Commission has been provided a new interpretation of the rules by a City Attorney, Jane McPeak and now only offers recommendations. However, the recommendations are to be reviewed by the Council and Mayor (see enclosed excerpt from the Civil Service GRIEVANCE PROCEDURES " IV, 1. I do not believe this decision has been reviewed by the City Council. Please place it on an agenda for referral to the Finance, Management and Personnel Committee as soon as possible. The Union would also request that after reviewing the decision a resolution be adopted granting Ms. Portz the Title and Wages of a Clerical Supervisor retroactive to July 1, 1989. The wage increase would only apply until October 9, 1989 when Ms. Portz position was reclassified to the title of Office Manager.
