a copy of said agreement to be kept on file and of record in

LETTER OF AGRE�]T
EFF'DCTIVE:
SUBJECT: AIRPORT E�RGErICY SERVICE
1. PURPOSE: To establish procedures and responsibilities for alerting and
dispatching the St. Paul Fire Department for airport emergencies during the
hours that the St. Paul Downtown Air Traffic Control Tower (ATCT) is
operational, nresently 0700 LST to 2200 LST. To establish quidelines for St.
Paul Fire Department and equipment to control emergency situations at the St.
Paul Downtown Airport.
2. CANCELLATION: St. Paul DaHmtown Airport, St. Paul Fire Department and
b9etropolitan Airports Commi.ssion Letter of Agreement dated May 14, 1984.
3. POLICY:
A. The St. Paul Fire Department shall be alerted when, in the opinion of
any of the following, a potential or actual emergency exists:
(1) The Air Traffic Control Specialist on duty.
(2) The pilot of the aircraft concerned.
(3) The operator of the aircraft or his representative.
(4) A representative of the airport management.
B. If an Air Traffic Control Specialist is in doubt that a given situa-
tion constitutes a potential emergency, the St. Paul Fire Department shall be
alerted.
4. RESPONSIBILITIES:
A. St. Paul Downtown ATCT. ' �
(1) Whenever an emergency has been determined to exist, the air
traffic control specialist on duty shall call the St. Paul Fire Department via
the red phone on the console.
(2) The following information shall be relayed by the St. Paul
Downtown ATCT to the fire dispatcher:
a. Identify the caller, i.e., "St. Paul Dawntown Airport Air
Traffic Control Tower".
b. Type of emergency alert, location or landing runway, type of
aircraft, and the number of persons on board if knov�m.

c. The best possible staging area, north or south.
d. Any other information deemed useful shall be passed on to
the fire dispatcher and the Metropolitan Airports Commission, i.e., nature of
emergency, amount of fuel on board, cargo o£ critical significance, wind sPeed
and direction.
(3) After the St. Paul Fire DepartmPYnt has been alerted, the tower
controller shall:
a. Alert the Metropolitan Airports Commission airport supervisor
and co�nunications center.
b. Notify the aircraft operator.
c. Alert additional airport equipment as requested or required.
d. Direct escort vehicle to north or south staging area.
(4) When an accident has occurred on the airport proper, the tower
shall control other air traffic so as to avoid conflicts in the area where the
emergency has occurred. This will apply when movement of fire/rescue within
the airport boundaries is required. Normal operations shall be suspended,
when in the opinion of the controller, there is a question of safety.
(5) No shipment of hazardous materials, to include explosives and
radioactive materials, is permitted through St. Paul Downtown Airport. If an
aircraft on the ground reports hazardous cargo on board, the aircraft shall be
directed to Taxiway A between the approach end of Runway 32 and Taxiway S.
(6) If a bomb threat is received in reference to an aircraft, the
aircraft shall be directed to T�iway A between the approach end of Runway 32
and Taxiway S.
(7) The Air Traffic Control Tower personnel will assist in the
staging, standby locations or exchange of information wit'n St. Paul Fire
Department during emergencies via the portable St. Paul Fire Department radio
located in the tower. This radio shall be turned on after the initial call to
the St. Paul Fire Department. This radio shall be provided on loan and
maintained by the St. paul Fire Department.
B. Airport Management (MAC) .
(1) The airport awner/operator covenants and agrees to indemnify and
save, harmless the UNITED STATES OF ANIERICA, to the extent that it may be
acting by and through its agents, employees, or designees, against any and all
loss, damage, costs and expenses which it may hereinafter incur, suffer, or
pay by any reason of negligence, or the negligence of its agents, employees,
or designees arising out of the operation of aircraft or vehicles on the
airport.
(2) Shall respond to all conditions of alerts upon notice with the
prompt dispatch of a radio-controlled vehicle for support or escort duty.
{3) After receiving alert, the dispatched Metropolitan Airports
Commission vehicle shall proceed to meet the St. Paul Fire Department
equipment at the pre-designated staging area, north or south.

(4) Upon arrival of the St. Paul Fire Department equipment, the
Metropolitan Airports Corr�nission escort vehicles shall lead fire/rescue
equipment to the accident location or standby area as directed by the St. Paul
Dawntown ATCT.
(5) When Metropolitan Airports Commission escort personnel are
advised by St. Paul Fire Chief or Incident Commander that the accident area is
secure, the escort vehicle shall coordinate with the tower for route to lead
fire/rescue equipment off the airport movement areas.
(6) After the check of runways and taxiways, the Metropolitan
Airports Corrnnission representative shall advise the tower when normal
operations can resume at the accident scene.
(7) The Metropolitan Airports Commission shall be responsible for
closing and opening the airport or any movement areas and for notifying any
other agencies or personnel other than the St. Paul Fire Department.
C. St. Paul Fire Department.
(1) After receiving alert message from the St. Paul Dawntown ATCT,
the amount and type of emergency equipment and number of personnel responding
to the emergency shall be the sole responsibility of the St. Paul Fire
Department. -
(2) Upon arrival at St. Paul Downtown Airport, fire/rescue vehicles
shall proceed to the pre-determined staging areas, north or south, according
to direction of the control tower. At the staging area, fire/rescue equipment
will meet with the radio controlled Metropolitan Airports Corrflnission escort
vehicle (nickup truck, tractor, snowplow, etc.) . With instruction from the
escort vehicles, fire/rescue equipment will proceed to the standby area or
accident location as directed.
(3) Fire/rescue equipment arriving at the pre-designated staging area
when no Metropolitan Airports Commission escort vehicle is present shall hold
at that point until a Metropolitan Airports Co�nission vehicle arrives or
instructions are received via the portable fire department radio from the
control tower.
(4) Fire/rescue apparatus, when traveling on the airport, should not -
leave paved or plowed surfaces unless necessary.
(5) Fire/rescue apparatus in the standby area or awaiting the landing
of a troubled aircraft shall remain off all runways and at least 250 feet back
from all active runways.
(6) The St. Paul Fire Department Chief or Incident Commander may
receive communications from the control tower through the fire radio, fire
dispatch, or light gun system.
(7) The Fire Chief or Incident Comariander shall advise the
Metropolitan Airports Commission escort vehicle when the accident scene is
secure and request escort or directions for fire/rescue apparatus to leave
movement areas on the airport.

5. ALERT CATEGnRY:
A. Alert I - Indicating an aircraft approaching the airport is in minor
difficulty: e.g. , feathered propeller, oil leak, etc.
B. Alert II - Indicating an aircraft approaching the airport is in major
difficulty: e.g. , engine on fire, faulty landing gear, no hydraulic pressure,
etc.
C. Alert III - Indicating an aircraft is involved in an accident on or
near the airport.
NOTE: Because of the wide range of variables and the potential for a
minor problem to become a more serious one, the St. Paul Fire Department will
respond to all alert categories using the same Standard Ope,rating Procedures
until the situation is deemed under control by the tower and the Fire Chief or
Incident Commander.
6. GINERAL
A. Practice drills may be i.nitiated by the St. Paul Fixe Department or
the Metropolitan Airports Co�nission every 90 days if no alert runs are made
to the airport over that time period.
B. Each party reserves the right to rescind or modify this agreement at
such time as new procedures are implemented or improvements in the operation
of this plan become evident through experience. All changes must be made in
writing.
C. Paramedic units that pick up or transfer burn, litter, or ambulatory
patients from "Life Guard Aircraft" (air ambulance) shall stand by at the main
terminal ramp in front of the control tawer. Entry shall be made via the
first driveway west of the administration building.
D. In the event of radio/corrununication failure, emergency equipment
responding from the staging areas shall hold position until receiving further
instruction via fire dispatch or by light gun signals from the control tow+er.
Each fire/rescue vehicle shall contain a placard identifying standard air
traffic control light gun signals.
E. In the event of an actual crash before fire/rescue personnel arrive, _
the first responding company Incident Commander must give strong consideration
to imQnediate initiation of rescue/control procedures without staging. This
shall be done with assistance from escort vehicles or via radio direction from
the control tower.
7. STAGING AREAS:
A. North staging area (primary) : Go east on Fillmore or Plato to
Bayfield, continue east on Bayfield past the control tower to the staging area
in front of the United States Army Reserve and 3M hangar.
B. South staging area (secondary) : Go south on Eva or West Lafayette
Frontage Road to Eaton, east on Eaton to the west building area as depicted on
the attached map.
