2 WHEREAS, the City of St. Paul is nationally recognized as a city for children and families and has
3 two hospitals dedicated to the care of children, Gillette and Children's Hospital; and
4
5 WHEREAS, the City of St. Paul is the home of SPINOZA, a therapeutic bear used in mental and
6 physical health care facilities, crisis centers and schools throughout the national to help children
7 deal with major issues, such as emotions, grief, creativity, asthma and dying; and
8
9 WHEREAS, the nationally recognized "Kids TV Express" has selected St. Paul's SPINOZA as a
10 subject for a television special which will help promote St. Paul and SPINOZA for children; and
11
12 WHEREAS, the City Council Cable Communications staff will provide back-up support and St.
13 Paul orientation to the "Kids TV Express" so that appropriate St. Paul landmarks will be featured in
14 the production; and
15
16 WHEREAS, exploratory meetings will be conducted with the "Kids TV Express" crew and adult co-
17 workers to examine the feasibility of developing a St. Paul based "Kids TV Express" organization;
18 and
19
20 WHEREAS, SPINOZA will also be featured on the nationally acclaimed Oprah Winfrey show
21 because of its unique therapeutic value to vulnerable children in crisis situations;
22
23 WHEREAS, the Planning and Economic Development Department has been asked to work with
24 the SPINOZA management organization to explore the feasibility of developing a St. Paul
25 manufacturing capability for this production; and, now, therefore
26
27 BE IT RESOLVED, that the St. Paul City Council hereby authorizes $3,000 to cover the travel
28 expenses of the "Kids TV Express" crew from Austin Texas, arriving on March 28 and departing on
29 March 31.
