WHEREAS, the Council of the City of Saint Paul did approve,
upon the recommendation of the Mayor and with the advice of the
Capital Improvement Budget Committee, the Community Development
Block Grant (CDBG) Year XVI Program as part of the 1990 Capital
Improvement Budget and the 1990 Special Funds Budget; and
WHEREAS, the appropriate public hearings on the CDBG Year
XVI Program have been held in accordance with the requirements of
the U.S. Department of Housing and Urban Development; now, be it
RESOLVED, that Mayor James Scheibel, as Chief Executive
Officer of the City of Saint Paul, is hereby authorized and
directed to submit the CDBG Year XVI Statement of Community
Development Objectives and Projected Use of Funds to the U.S.
Department of Housing and Urban Development in such form as
prescribed by the regulations of said Department; and be it
FURTHER RESOLVED, that the Mayor or his designated
representative, the Deputy Director of Community Development, is
further authorized to submit to the U.S. Department of Housing and
Urban Development any assurances, certifications, technical
changes or additional information that may be required by said
Department during their review of the City's CDBG Year XVI
Submission for Federal Assistance; and be it
FINALLY RESOLVED, that upon notification of approval of the
City of Saint Paul's CDBG Year XVI Program by the Department of
Housing and Urban Development, the Council does hereby authorize
the proper City officials to execute the grant agreement and
contract between the Department of Housing and Urban Development
and the City of Saint Paul for the CDBG Year XVI Program.

This is the City's annual application to the U.S. Department of Housing and Urban
Development for CDBG funds. The application is due at HUD on or before May lst. Funds
are received by the City on or after June lst.
