and 11 12 `JVHEREAS, the Advisory Committee oii Ea��ironmentally Acceptable Pa�kaging for the Cities of 13 Minneapolis and Saint Paul has sub�itted its report with recorrunendations to the City of 14 Saint Paul; 15 16 NOW, THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul thanks the Advisory 17 Committee for its efforts and hard work, commends the Committee for the quality of the Report on 18 Environmentally Acceptable Packaging for the Cities of Minneapolis and Saint Paul and looks 19 forward to further input from the Conunittee over the course of the coming year; and 20 21 BE IT FURTHER RESOLVED, that the City Council endorses the Guidelines for Rules and 22 Enforcement of Rules recommended by the Advisory Commit±ee; and 23 24 BE IT FURTHER RESOLVED, that the City Council directs the Director of Public Health to 25 develop detailed rules and regulations consistent with the Guidelines by September 1, 1990 and, in 26 so doing, to consult with affected parties. 27 28 BE IT FURTHER RESOLVED, that the City Council directs the Director of Public Health to 29 work with other agencies in cities with similar ordinances to ensure enforcement compatibility; and 30 � • � (,F 9v-�.3a 1 I �B�T�� � � 2 I RESOLVED, that the City Council directs the Director of Public Health to 3 phase in enforcement of the Ordinance beginning January 1, 1991 over a 6-month period for those 4 packages identified in Tier I, over a 9-month period for packages identi�ied in Tier IIA, and over 12 5 months for the packages identified in Tiers IIB & IIC;
