Committee: Date � WHEREAS, the ability of the City to be involved in development, housing and public works programs and 2 projects is critical to the future well-being of the City; 3 a WHEREAS, the federal laws on which the City relies for its involvement in such programs are under scrutiny by 5 the United States Congress; and s � WHEREAS, the City of Saint Paul has under contract a lobbyist who is charged with performing policy analysis s and providing tegislative representation at the federal level; and 9 i0 NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul establishes the following priority areas to �i guide the activities of the federal lobbyist: 12 �3 Combined Sewer Separation Proq�am ia Federal funding for this program will have been eliminated by 1991. The federal lobbyist should pursue �5 reinstatement of that funding. �6 Housin i� There are a number of housing proposals being considered at the federal level: i8 C�anston/D'Amatto(S.566) i9 Gonzolez(H.R.1180) 20 Secretary of Housing Jack Kemp 21 In addition Secretary Kemp's proposal would restructure CDBG funds. The federal lobbyist is directed to 22 monitor the aforementioned housing proposals. 23 Levee/Floodwall 2a Of the total$14.4 million required to construct the floodwall, Saint Paul has committed$5 million as its local 25 share.
