9 NOW, THEREFORE, °� ,� �rts the construction of a Light Rail
10 Transit line in the Midway �.orr�u�� �.,,�„�.b __ _ ; the region's first priority; and

12 BE IT FURTHER RESOLVED, that since this line provides the central and priority core to a
13 regional system that reduces the need for future highway construction, it should be funded through
14 the state and federal sources; and
15
16 BE IT FURTHER RESOLVED, that the City opposes the use of fiscal disparities and local or
17 regional property taxes to finance this line and system and that the cost of any unique features
18 including but not limited to tunneling be funded locally by the City or County benefitting from the
19 features, and if any federal or state funding is used for unique features in one core, then equal
20 funding must be made available for the other core; and
21
22 BE IT FINALLY RESOLVED, that the Saint Paul City Council supports the Regional Transit
23 Board's recommendations in keeping Groups B and C separate.
