thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Construct a storm sewer sqstem and sanitary sewer modifications to accomplish
sewer separation aad provide water and sewer service connections and reconnec-
tions, in part of the xiverview Sewer System. 2he area is bounded by State
Street. Plato Blvd. . Orleans Street. and King Street. Also included is a
section of the storm sewer north of Fillmore Avenue that was delayed from the
Starkey/Plato project. The project is part of the CSSP program.
EXISTING CONDITIONS:
The project area is presently served by a combined sewer system. During peri- �
ods of moderate to heavy rainfall, there have been reports of sewer backups
into basements and surface flooding problems. During flood periods� combined
sevage is pumped over the floodwall to the Missiasippi Biver.
A number of the streets vithin the project area have an oiled roadvay surface
�ith no curb. The driving surfaces are fair to poor and roadway widths vary
because of lack of curb.
Some street segments within the project area have curb. However� attempts
made to salvage old curb when reconstructing road surfaces have beea unsuc-
cessful in the past; therefore, we are proposing to remove existing curb and
construct new curb and gutter on oiled streets.
PROPOSED IMPROVEMENTS:
Se�er separation vill be accomplished by the coastruction of storm sewers in
the project area. A good gortion of the constructioa will be located on
easement areas.
Street improvements, street lighting and sewer construction are proposed for
the following streets. All proposed street improveaents will be constructed
30 to 32 feet in width except as noted.
Alice Street from Cherokee to Ohio - 20' street width due to limited
right-of-way.
Cherokee Avenue from Alice to Ohio
Hall Avenue from George to Wiaifred
Robie Street from Stryker to Hall

cut back due to budget coastraints under the paving program.

The new storm sewer construction is part of a long-raage storm sewer project
which will result in a separated storm and sanitary sewer system for the
Riverview area. The street and lighting improvements proposed vould compli-
ment the storm sewer construction. New bituminous roadways with concrete curb
and gutter are being proposed.
All driveway aprons will be - reconstructed with concrete and a new coacrete
outwalk will be constructed for each home. Boulevards will be regraded aad
sodded. A new energy efficient sodium vapor lighting system vill be in-
stalled. Trees will be planted in the boulevard areas as needed to reforest
the area.
One boulevard tree is planned to be removed during construction of the proj-

ALTERNATES:
To do nothing would be inconsistent with the Citq's committment to separate
the combined sewers and to improve existing oiled streets. Coastructing
sewers without street improvements has aot been effective in the past, in that
the existing oiled streets gre not capable of withstaading the constructioa
activity necessarq to construct the sewers. and merely restore the trench
areas. Improving the road�ays in conjuaction with sewer construction will
save time, money and iaconveaience later.

POSITIVE BENEFITS:
With the completion of the City's se�er project, the chaace of sever backups
into basements and surface flooding will be reduced� and after rainleader
disconnections, sewer backups into basements will be eliminated. Combined
sewer overflowa into the Mississippi River will be reduced. General improve-
ment of the public right-of-way in coajunction with street constzuction will
enhance and add quality to the neighborhood. Street oiling wou2d be elimi-
nated on new bituminous roadways.
ADNERSE EFFECTS:
Normal problems associated with construction, such as aoise, dust. and general
disruption vill be present.

In November of 1989, Public Hearing rlotices were mailed out to
inform the residents and owners of affectec3 properties of the
upcoming CONCORD/CONGRESS SEWER SEPARATION PROJECT. This project
consists of both storm sewer work and paving and lighting work in
the affected area.
This letter is to inform you of paving and lighting improvements
to be made on West Robie Street, from Hall to Humboldt. This
block-long area was inadvertently omitted from the original order
and needs to be officially included in the aforementioned
project.
The enclosed Public Hearing Notice is your official notice of the
work to be done on West Robie Street.
