90-376 � �'� � � � �A L " � � ' Council File # —37� � k Green Sheet # RESOLUTION �,�� � CITY OF INT PAUL, MINNESOTA �,. ` v , .� Presented By - �� Referred To Committee: Date A RESOLUTION ESTABLISHING A LEGISLATIVE ADVISORY COMMITTEE ON NEIGHBORHOOD DEVELOPMENT CAPACITY BUILDING Whereas, there are neighborhoods in Saint Paul which have established neighborhood-based community development corporations (CDCs) or similar nonprofit development organizations, such as Neighborhood Housing Services (NHS) organizations; and these neighborhood-based developers have had a significant impact in housing and commercial revitalization of the affected neighborhoods; and Whereas, residents of additional Saint Paul neighborhoods would like to establish neighborhood- based development organizations, but lack the financial resources for planning and startup costs and/or the technical assistance resources needed in order to establish a CDC, NHS or other nonprofit neighborhood-based developer; and Whereas, the financial and technical assistance resources needed for the requisite neighborhood capacity-building activities leading to establishment of neighborhood-based nonprofit developers are available in Saint Paul and in the Twin Cities metropolitan area, but may not be meeting the full range of needs e�ressed by neighborhood residents; now therefore be it Resolved, that the City Council establishes a legislative advisory committee to be known as the Task Force on Neighborhood Development Capacity Building; and be it further Resolved, that the charge to this task force shall be: 1) To articulate the steps, procedures, activities and resources needed to develop a new, successful neighborhood-based nonprofit developer; and to support neighborhood-based nonprofit developers on an ongoing basis; 2) To monitor this process in a neighborhood which has expressed a need for a neighborhood-based developer (the lower Frogtown area) by working closely with neighborhood residents and neighborhood businesses toward a nonprofit development organization in and for that neighborhood; 3) To identify additional neighborhoods which want or could use a neighborhood-based nonprofit development corporation; and 4) To make recommendations regarding additional capacity-building needs or issues related to neighborhood-based nonprofit development corporations; and be it fur�her � � � � � ��AL � - - � �- � �9d-��� Resolved, that in carrying out its charge the task force may: hold public forums or hearings; work with neighborhood-based committees in conjunction with existing neighborhood organizations, neighborhood residents and neighborhood businesses, especially in the demonstration neighborhood; seek and e�cpend funds from private or public sources for the studies or technical assistance which may be needed, especially in the demonstration neighborhood; and undertake other activities needed to carry out its charge; and be it further Resolved, that the members of the task force shall be: Two (2) representatives of city or city-related departments or agencies; Two (2) representatives of organizations which provide technical assistance, funding, or other support to neighborhood-based community development corporations; Two (2) representatives of banks, other financial institutions active in community reinvestment activities, or other investors or sources of investment capital; Three (3) representatives of the public who may be interested in starting community development corporations, including but not limited to representatives of the demonstration neighborhood; Three (3) representatives of the public with other interests in neighborhood-based development, including representation from the Saint Paul Coalition for Community Development but not limited to representatives of existing CDCs; and Three (3) additional representatives of the public city-wide; and be it further Resolved, that the task force shall receive staff support from Council Research; and be it further Resolved, that the task force shall conclude its work and submit a report to the City Council within one year of its initial meeting, and shall sunset at that time.
