10 WHEREAS, the Ad-Hoc Committee to Support Gopher Athletics is submitting a proposal that is
11 designed to meet the University of Minnesota Golden Gopher's winter athletic facility requirements
12 and programmatic needs; and

14 WHEREAS, the proposal contemplates the Civic Center Authority entering into a use agreement
15 with the University of Minnesota and such use agreement will address primary tenant status and
16 revenue shares; and
17
18 WHEREAS, the Civic Center hosted 100,000 fans for the WCHA playoff Championship
19 Tournaments in 1988 and 1989, and another 66,000 fans for the NCAA Division One Ice Hockey
20 Championship in 1989; and
21
22 WHEREAS, these more than 160,000 fans in the past two years have shown that the 15,861 seat
23 Civic Center Arena is an excellent facility for playing intercollegiate hockey and basketball, and a
24 great place for fans to come together; and
25
26 WHEREAS, the Civic Center, the downtown business community, and the community at large has
27 shown its tremendous fan support for collegiate sporting events; and
28
29 WHEREAS, the Ad Hoc Committee's proposal to host Gopher Winter athletics would be
30 financially beneficial to the University of Minnesota by providing it with significant annual net
31 operating revenues; and

33 WHEREAS, the Ad Hoc Committee's proposal would eliminate the repayment obligation and
34 repayment risk imposed on the Board of Regents by the issuance of $40 million to $60 million of
35 sports facilities revenue bonds to build new facilities;

2 NOV�, THEREFORE, BE IT RESOLVED, that the City of Saint Paul is excited to host the
3' �Gophers, and is very sincere in its intent to make the Civic Center a friendly and spirit-filled home
4 for Gopher winter sports; and

6 BE IT FINALLY RESOLVED, that the City of Saint Paul supports the Ad Hoc Committee's
7 proposal to make the Civic Center the new home of Golden Gopher winter athletics, and it strongly
8 urges the University of Minnesota Board of Regents to accept the proposal.

The University of Minnesota is in need of a facility to house its winter
athletic program. The City of Saint Paul has made a proposal that the University
make the Saint Paul Civic Center the new home of Golden Gopher winter athletics.

RE : Submission of Propasal from the Ad-Hoc Committee to
Support Gopher Athletics to the University of Minnesota
Overview
This memorandum is in regard to the proposed resolution that
was introduced by Councilmembers Bob Long and Roger Goswitz at
the City Council ' s meeting of Thursday, March 1„ 1990 •
Next week, the Ad-Hoc Committee to Support Gopher Athletics,
an ad-hoc committee formed in December, 1,989 at the request of
Mayor Jim Scheibel and former Mayor George Latimer and chaired by
Joseph 0 ' Neill, will be submitting a proposal to the University
of Minnesota Board of Regents to host all or some of the
University of Minnesota winter athletic events at the Saint Paul
Civic �enter • In its proposal, the Ad-Hoc Committee intends to
include letters of invitation from various parts of the Saint
Paul community• The proposed resolution would be included with
these letters of invitation•
If the University of Minnesota were to decide to seriously
consider the Saint Paul Civic Center, it would necessitate the
drafting of a legal use agreement that would be formally entered
into by the University of Minnesota and the Saint Paul Civic
Center Authority .
Backqround
In June, 1989, the University of Minnesota commissioned
Ellerbe Becket, Inc • and Coopers & Lybrand to undertake an
athletic facilities feasibility analysis• The consultant team
examined on-campus as well as off-campus options for providing
athletic facilities for certain men and women ' s intercollegiate
athletic programs • The consultants' report concluded that
remaining on-campus was the most viable option •
At its April meeting, the University of Minnesota Board of
Regents will be considering the University Administration ' s
proposal for on-campus facilities for hockey, basketball and
other winter sports programs. It is our understanding that

University Administration will be presenting alternative
solutions that range from major renovation of existing, on-campus
facilities to new construction of about $48-$70 million of new
facilities on-campus •
The Ad-Hoc Committee to Support Gopher Athletics
In late December of 1989, former Mayor George Latimer and
Mayor Jim Scheibel invited Joseph 0 ' Neill , Partner, 0 ' Neill
Burke , 0 ' Neill, Leonard & 0 ' Brien, to chair an ad-hoc committee
to examine whether Saint Paul should submit a proposal for
�niversity use of the Saint Paul Civic Center for winter sports •
It was felt that Saint Paul has historically shown
tremendous fan support for college athletics, and that great
potential existed to create a proposal that was good for the
University and good for Saint Paul •
The Ad Hoc �ommittee to Support Gopher Athletics is composed
of individuals that represent many facets of the community,
including the Saint Paul City Council, Saint Paul Civic Center
Authority, Saint Paul Port Authority, Saint Paul Convention and
Visitors Bureau, St . Paul Area thamber of Commerce, St . Paul
Jaycees, the hotel industry, labor, the banking industry and
others• �
The Ad-Hoc Committee's Work Proqram -
In order to determine whether a proposal should be submitted
and if so, what it should contain, the Ad-Hoc Committee, with the
help of KPMG Peat Marwick :
a . Met With University representatives and consultants,
and reviewed the Ellerbe Becket/Coopers & Lybrand athletic
facilities feasibility analysis, to gain an understanding of the
University' s facility requirements and programmatic needs; and,
b • Studied the financial impact to the University of
Minnesota and the financial and economic impact to Saint Paul and
the Civic Center assuming University men' s hockey and basketball
were hosted at the Civic Center•
Based on its research, the Ad-Hoc Committee concluded that
the Civic Center can meet the University' s athletic facilities
needs; that bringing Gopher hockey and/or basketball to the Civic
Center is feasible; that it is financially beneficial to the
University of Minnesota, both from the standpoint of net revenues
and elimination of financial risk; and that it is financially and

economically beneficial to the Saint Paul Civic Center and the
Saint Paul community; in short , a "win-win" is possible •
Submission of Proposal
Therefore, with the support of Mayor Jim Scheibel and
Councilmembers Bob Long and Roger Goswitz, and the other members
of the Ad-Hoc Committee, the Ad-Hoc Committee has decided te
submit a proposal to the University of Minnesota Board of
Regents •
The proposal will contain letters of invitation from many
parts of the Saint Paul community • It will include the key
provisions of a proposed use agreement • It will also include an
item-by-item comparison of the University ' s Statement of Needs
with the capabilities and capacities of the Civic Center Arena
and supporting facilities, including identification of capital
expenditures that could be made to better accomodate the
University•
The Ad-Hoc Committee will review a draft of the proposal
during the week of March 5 and submit it in final form to the
University no �later than March 15, 1990 • Mayor Scheibel has
requested the opportunity to make a presentation at the Board of
Regent ' s Apri'1 meeting • It appears that the Mayor' s request will
be accomodated either at the April meeting, or at a subsequent
special meeting of the Regents if final proposals from several
off-campus venues are received• The timing for the Regents'
decision is not known•
