The claim arose fro allegations that Mr. Haqa was assaulted by a police officer d rinq an arrest. Police were called to Mr. Haqa�s home by his wife, alleqinq that he had assaulted her. He was placed under arr st and had to be forcefully removed from the house. He alleqes t at no force was required, and that he had a burn on his I neck caus d by a police officer intentionally burninq him. Thes alleqations were denied by the city and its Police Departmen . However because of the unexplained existence of a burn mark on r. Haga�s neck and the concern that a jury might hold against t e City, it was the recommendation of the City Attorney that a s ttlement be concluded, and that is the recommendation before th Finance Committee and the City Council.
