WHEREAS, The Saint Paul Central Library was built in 1917 with a
projecte� functional life of 25 years and is now functionally
ineffici�nt for modern library services; and
WHEREAS, the building has reached its capacity to house books and
other me�ia; and
WHEREAS, the building does not provide adequate public seating;
and
WHEREAS, the building also cannot accommodate new technology that
is neede� in modern libraries; and
WHEREAS, ', a feasibility study has shown that a renovation program
for the �,ibrary could solve the aforementioned problems and still
preserve ',or enhance the building' s historic and aesthetic
characte�t; and
WHEREAS, 'the scope of the project requires additional bonding;
and
WHEREAS, the Saint Paul Central Library has provided important
services for the employees and residents of the State of
Minnesot�:
-- the Saint Paul Central Library has , for almost 20 years,
pro�ided information and materials loan service via a
con�ractual agreement to over two hundred public libraries
thrdughout greater Minnesota; and
-- the e requests currently average 135 per operating day and
cov�r a wide range of topics ; and
-- the 'Saint Paul Central Library provides information support
to �he Minnesota Correctional Facilities at Stillwater and
Oak 'Park Heights through contractual arrangement; and

BE IT FI�TALLY RESOLVED, that if the Minnesota Legislature
initiate� a statewide financing program for Libraries in 1990 or
1991 , th City of Saint Paul would correspondingly reduce its use
of City �onding authority to match any State funding available to
the Cent�al Library.

WHEREAS, the total cost of the Saint Paul Central Library
expansion is estimated to be $16 million, and it is anticipated
that the City of Saint Paul will receive $3, 000 , 000 in private
contributions to help finance the project; and
WHEREAS, the Budget Director has analyzed past and current City
bonding usage relative to bonding authority granted by the
Minnesota Legislature and has determined that excess bonding
authority exists, and could be exchanged for special Library
bonding authority without jeopardizing funding for any committed
capital p�ojects, and that such exchange plan could be consistent
with the City' s overlapping debt policy objectives; and
WHEREAS, the Mayor has recommended that the City exchange some of
the excess CIB bonding authority for special Library bonding in
order to finance citywide priorities;
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul
requests �the Minnesota Legislature to provide the City with $13
million in special general obligation bonding authority for the
Central Ltibrary in exchange for a corresponding reduction in the
City' s excess CIB bonding authority; and
BE IT FUR'�HER RESOLVED, that the City of Saint Paul requests the
Minnesota Legislature provide state funding for � 50� of the
cost of the project: financial assistance can be in the form of
state bonding, state grants, or state paid debt service;
BE IT FURTHER RESOLVED, that the City of Saint Paul will be
responsib�e for raising private funds for the remainder of the
project cost; and
BE IT ALS� RESOLVED, that the Mayor and City Council acknowledge
their commitment to provide quality services to all neighborhood
branch libraries and that the expansion of the Central Library is
complementary and consistent with the objective of servicing all
city neiglhborhoods efficiently and with improved library
services; and

Dear Councijl President Wilson,
I
A Resoluti �n was adopted at today's Finance Committee meeting
relating t� asking the state ta fund all the improvements at the
Saint PaullCentral Library. As I understand it, this Resolution
requests $ 6 million from the state. I am very concerned about
this Resol�tion and the impact it would have if it were to be
passed at t�his time.
As you knoc�t, our priorities at the 1990 Legislative Session all
relate to �inances and working to retaining our share of the
scarce sta e dollars. A request for a direct allocation of $16
million wo�ld compete with our highest priorities of Combined
Sewer Sepa ation funds and protection of LGAs. This is not the
year to at ract notice with such a request and it could
jeopardize the important work now in progress.
Because ofithis, I am respectfully suggesting that the City
Council co sider laying over the Resolution regarding the funding
of the Lib ary until some future time more appropriate to
discussion ,of additional state funding.
