� WHEREAS, the �ouncil of the City of Saint Paul has adopted certain policies and positions regarding reform of the
2 property tax syst�m on behalf of the Saint Paul taxpayers; and

a WHEREAS, the �ity staff must advocate these policies with the City's Legislative Delegation and with the State
5 Legislature; and to do this effectively the staff requires certain detailed analyses of the impact of both city property
6 tax proposals an� alternative proposals advocated by others; and

8 WHEREAS, the�ity has a contract for property tax analyses services with the Coalition of Greater Minnesota Cities
9 and Briggs& Morgan which contains a renewal provision for the 1990 Legislative Session; and

1 i WHEREAS, the proposed contract renewal will consist of the following activities with estimated costs:

13 1 Data Base Update. The City will pay one-third of the data base update cost to reflect the benefit of the
ta update to the Qiyt . The estimated total cost of the update is$15,000. City Share$5,000.
�s 2Joint Research F�elated to the Equal�zation Aid Proposal.
16 The estimated cost for research and analysis is$30,000. The Coalition and the City will each pay
1� one-half of these costs. City share$15,000.
i8 3 Analysis of Proposals of Others. The Coalition and City will each pay one-half of the costs of analyzing
i9 the other propasals put forth during the Session to determine the impact on the Saint Paul tax base. the
2o estimated cost of these analyses will range from $5,000 to$20,000. City share$2,500 to
2� $10,000.
22 4 Additional Res�arch and Analyses at the City's Request. The City may need additional research before
23 and during the 1990 Session on proposals affecting the City's tax base, e.g., the fiscal disparities
2a program. The estimated cost to the City for this service is$5,000.

26 NOW, TNEREFCDRE BE IT RESOLVED, that the Council of the City of Saint Paul does hereby approve of the
2� renewal of the contract the analytical services during the 1990 Legislative Session with the Coalition of Greater
