14 WHEREAS, on the 27th day of January, 1990 seventeen (17) years have passed since the
15 agreement to end American involvement in the War in Southeast A.sia; and
16
17 WHEREAS, one of the conditions of the agreement was a provision for an accounting of all
18 persons who were missing in action or prisoners of war; and
19
20 WHEREAS, Congress has previously established hearings to consider evidence relating to the statt�s
21 of American prisoners and missing in Southeast Asia; and
22
23 WHEREAS, on January 20th, 1989 a Japanese Buddhist monk, Ganshin Yoshida, was released by
24 the Vietnamese Government after being held for fourteen years in a Vietnamese re-education camp
25 from 1975 to 1989; and

27 WHEREAS, Ganshin Yoshida has stated that there were five (5) or six (6) English-speaking
28 prisoners of war being held in the same camp, verified by Vietnamese political prisoners to be
29 Americans; and

31 WHEREAS, 42 men from the State of Minnesota, including six men from the City of Saint Patil are
32 listed as United States soldiers missing-in-action and prisoners-of-war in Southeast Asia; now,

4 RESOLVED, that the Mayor and Council of the City of Saint Paul hereby requests the convening
S of a Congressional �nvestigation to determine the status of this live sighting and to receive evidence
6 and report on the 9,200 other live sighting reports of Americans still missing-in-action from the
7 Vietnam War.
