WHEREAS: The Human Services Regulated Industries and Rules and Policy Committee
of the City Council has scheduled a Public Hearing at 9:00 A.M. on
February 14, 1990 in the 3rd Floor Council Chambers to discuss
regulation of the taxicab industry in the City of St. Paul, and
WHEREAS: The Committee wants to solicit substantive testimony from the public
on the following three areas:
l. The necessity for licensing of taxicabs, given the needs of
all affected parties,
2. The appropriate number of taxicab licenses which should be
available and the way to determine that number, and
3. The transferability of taxicab licenses.
NOW TiiEREFORE BE IT RESOLVED: That the Council of the City of Saint Paul
does hereby encourage all interested parties to attend the hearing to express
their views on the points listed herein.

groups have expres ed interest in the Hearing. The Legislative Code requires a Public

PUBLIC HEARING
The Human Services, Regulated Industries and Rules and Policy Committee oE
the Saint Paul City Council will conduct a public hearing on February 14, 1990, at
9:0�,m. in the City Council Chambers to consider whether pu ic convenience and
necessity require issuance of additional taxicab licenses in the City of Saint Paul.
All interested persons will be given the opportunity at said public hearing to be
heard or submit written testimony on the issues of:
(1) the necessity for licensing of taxicabs, given the needs of all affected
�arties,
(2) the appropriate number of taxicab licenses which should be available and
the way to detemnine that number, and -
(3) the transferability of taxicab licenses.
Oral testimony will be limited to five (5) minutes per speaker and should not
. duplicate previous oral testimony b ven during this public hearing. All persons wishing
��: - to testify are asked to contact the Committee's Policy Analyst, Mark Baloga, at 298-
5378. Written testimony is encouraged and will be given equal weight by the
Committee. � �
