WHEREAS, the duties of the president of the Port Authority are as
a board chair; and
WHEREAS, the duties of the president of the Port Authority are
not the traditional function of an organization's president,
which are more day-to-day operations; and
WHEREAS, the titles of the lead officers of the HRA by statute
are chair and vice chair;
NOW, THEREFORE, BE IT REOSLVED, that the Saint Paul City Council
directs the City's lobbying staff to seek changes in state
legislation that would allow any Port Authority in the state to
have an option to elect a president, or chair; and vice
president, or vice chair.

An act relating to titles of
Port Authority officers
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section l. That Minnesota Statutes 1988, Section 469. 051,
Subd. 2, is amended to read: �
Officers. A port authority shall annually elect a president,
or chair, a vice president, or vice chair a treasurer, a
secretary, and an assistant treasurer. A commissioner may not
serve as president or chair and vice president or vice chair at the
same time. The other offices may be held by one commissioner. The
offices of secretary and assistant treasurer need not be held by
a commissioner. �
Section 2 . Effective date. This act shall be effective on
the day following final enactment.

WHEREAS, in 1989 the Saint Paul City Council passed Council File
Number 89-503 in support of the concept of a National Indoor
Sports Center on the East Side of Saint Paul , on a site bounded
by East Seventh Street, Maria Avenue, and the abandoned
Burlington Northern Railroad right-of-way; and
WHEREAS, Representative Randy Kelly will be pursuing $750,000 in
state bonding to provide planning grant money for a Saint Paul
location for this project during the 1990 Legislative Session;
NOW, THEREFCIRE, BE IT RESOLVED, that the City of Saint Paul
supports Representative Kelly in his efforts to obtain $750,000
in state bonding for the planning of a National Indoor Sports
Center in Sa�int Paul .
