F. 1341 ) and, if fully enacted, this bill would make it very difficult for Saint Paul to utilize this important development tool ; and WHEREAS, th�ere is certain to be legislative activity with respect to tax incriement financing duirng the 1990 legislative session; NOW, THEREFIORE, BE IT RESOLVED, that the City of Saint Paul directs its lobbying and City staff to take action to protect tax increment financing as a viable economic development tool for the City.
