WHEREAS, tax increment financing is a critical economic
development tool for the City of Saint Paul ; and
WHEREAS, the use of tax increment financing statewide has been a
subject of legislative debate over the last several years and
that debate has resulted in many limitations in how this
development; tool can be used; and
WHEREAS, Se�nator Reichgott and Representative Rest are authors of
a bill that would further curtail the use of tax increment
financing by cities in the state (H. F. 1341 ) and, if fully
enacted, this bill would make it very difficult for Saint Paul to
utilize this important development tool ; and
WHEREAS, th�ere is certain to be legislative activity with respect
to tax incriement financing duirng the 1990 legislative session;
NOW, THEREFIORE, BE IT RESOLVED, that the City of Saint Paul
directs its lobbying and City staff to take action to protect tax
increment financing as a viable economic development tool for the
City.
