WHEREAS , the Wold Association has presented the Executive
Summary, Functional Analysis , Building Inventory, and Appendices
Books as the Performance Report under the Pre-Design Contract
for the renovation of the City Hall and County Courthouse (CHCH) ;
and
WHER.EAS , the Pre-Design Report projects post-renovation
location of 22 City and County departments and offices which
will form the basis for the CHCH renovation program and City
and County space requirements in the near and long term future;
and
WHEREAS , the Pre-Design Report suggests CHCH occupancy
scenarios which reduce City space allocations below present City
space use in the CHCH with consequent unanticipated costs to the
City for provision of alternative space; and

�,`S�. That the Pre-Design Report of the Wold Association
respecting space allocation in the CH/CH has long term and
potentially adverse and costly consequences to the City of
Saint Paul which require an in-depth review and analysis by
the Administration and report to and consideration of the full
Council of the City of Saint Paul .
RESOLVED FURTHER that the Administration is requested to
review �Che benefits of utilizing 50% of the space in the CH/CH
for City occupancy.
RESOLVED FINALLY that the City Council review the occupancy
proposals and the Administration analysis as to whether they meet
present and future City requirements before any action is taken
by the Joint City Hall/Courthouse Renovation Committee to accept
the Pre-Design Report of the Wold Association or approve any
occupancy scenarios .
