WHEREAS, the 1989 Omnibus Tax Bill provided a major �fiift of
Local Gbvernment Aid from cities to school districts; and
WHEREAS�, the effect of these shifts upon the Saint Paul taxpayers
is as yiet unknown; and
WHEREAS, the LGA formula factor relative to population will
adverse�ly affect the amount of aid that Saint Paul receives in
1991 ;
NOW, THEREFORE BE IT RESOLVED, that the City of Saint Paul doee
not support any further shift of Local Government Aid from cities
to scho�l districts until such time as the effects of the 1990
shifts pn Saint Paul taxpayers are determined; and
BE IT FURTHER RESOLVED, that City staff is authorized and
directed to lobby to have the Legislature change the L(3A formula
to minimize the impact on the City of Saint Paul of the
population increase or decline factor.

LOCAL GOVERNMENT AIG
The 1989 Omn�bus Tax Bill provided for a major shift of Local
Government Aid ( LGA) from cities to school districts. In the
cas2 of Saint Paul , the shift amounted to $6 ,445 , 925 or 12 . 5� of
the City ' s proposed 1990 LGA. The net effect was a loss of
$1 , 752 , 673 of Aid from the 1989 level . The Bill also provided
the City with a compensating increase in tax levy authority and
School District #625 with a tax levy reduction; both in the same
approximate amounts. The effect of this shift in Aid on the
Saint Paul taxpayer is supposed to be negligible for the pay 1990
taxes.
In addition , the current formula for LGA provides that the
population and household counts used in determining local
government aid will be the most recent for the preceding calendar
year. The estimate that the Metropolitan Council has made for
the City will cause us to lose a significant amount ,of LGA in
1991 . We will need to change the language that the formula uses
for the population factor , so that the City loses only a minimal
amount of Aid because of the estimated population
increase .
Saint Paul Position
We do not know what long-term effect will result from a shift in
LGA to the schools. Until such time as the City can be sure that
the effect on the taxpayers is negligible , we should hot support
any further shifts. :
The City also needs to propose a change in the formula's language
to lessen the impact of our slight population increase.
