1 WHEREAS, the Minnesota Amateur Sports Commission (MASC), via
2 the State General Fund, provides funds to assist political
3 subdivisions of the State of Minnesota for the development of
4 youth sports and recreation programs, and
5 WHEREAS, the City of Saint Paul is an eligible applicant for
6 these funds and desires to submit grant applications for the
7 following program, and
8 Mariucci Inner City Hockey - Inner city youngsters ages 6-8,
9 with an emphasis on children of color from the Summit-University
10 and Frogtown areas, will receive instruction on skating and play
11 hockey. Skates and equipment are provided on a no-cost basis.
12 ($20,000 grant request; $20,000 Mariucci Inner City Hockey
13 Starter Association match provided).
14 WHEREAS, the above mentioned application to the MASC
15 requires the participation of the City of Saint Paul as the unit
16 of local government and resolution by local government to apply

authorizes the proper City officials to submit the following
grant application, and

BE T8'FURTHER RESOLVED that the Superintendent of Parks and
Recreation will serve as the official liaison with the MASC for
the purposes of accepting, entering into necessary agreements and
administering the before mentioned grants.

Very few inner city children, especially children of color, participate in hockey, despite comprising about 60% of Saint
Paul's student population. The reasons for this include a lack of a cultural tradition of playing hockey, few role models
who play hockey, and lack of resources to obtain hockey equipment ice time, and team fees.
ADVANTAGES IF APPROVED:
This program will make it possible for children ages 6, 7 and 8 to try hockey without the burden of a large up front
expense. This will be done by purchasing and offering skates and equipment free on a loan basis, recruiting assistance
from selected inner city school personnel, renting ice time, developing instructors and coaches, and raising additional
funds,
