Gerry Strathman called the meeting to order at 1:30 p.m.
310 Morton Street West
Gladys Winters, owner, appeazed and stated she needs more time to fix or remove the garage.
She lives alone and is on a limited income. She is waiting for her family t:, help, however they
have their own jobs and homes. It will take time to get the window fixed.
Dennis Senty reported he issued the order on June 23. There is a hole in the west wall and the
roof. The roof boards are rotted and some are missing. Some of the ends aze missing a11 the way
over the support wall. Mr. Senty has not been inside so he cannot testify to the inside condition.
Gerry Strathman asked is this the first time orders were issued. Mr. Senty responded on the
garage, yes. Mr. Senty presented photographs to Mr. Strathman. The photographs were later
returned.
Gerry Strathman asked how much time is needed. Gladys Morton responded a couple of months.
Geny Strathman asked is the garage in danger of falling down. Dennis Senty responded there is
no immediate danger of collapse, however he would like the situation dealt with by winter. The
gazage should remain secured from entry, including the windows and holes in the walls.
Gerry Strathman denied the appeal but changed the compliance date to October l, 1998.
596 Wells Street
(Note: this address was not on the agenda, and the paperwork had not been received.)
Eugene Windom, Jr., owner, appeazed and stated he bought a home and was scammed by
something called "flipping" in which homes aze purchased at a low price and sold at a value
price. The fire mazshal told him the home was condemned. Mr. Windom stated he paid $62,000
for the home. It needs a lot of work, but the majority of the work involves painting the house and
instailing a new kitchen floor. Mr. Windom stated he is on disability and has three children. He
wanted the fire marshal to be here because a lot of things the fire mazshal wants done has to be
done by contractors. Mr. Windom wanted to know if there was any way he could do the work
himself.
Gerry Strathman viewed the paperwork that Eugene Windom had. Mr. Strathman stated the City
of Saint Paul requires owners to pay $200 a year for the vacant buildings. Mr. Strathman asked

Pat Fish did she know anything about this issue. Ms. Fish responded the fire mazshal does not
deal with single family homes.
Gerry Strathman asked was anyone living in the building. Eugene Windom responded his family
was told to leave. He could not go back to the shelter because they had just lefr the shelter. Mr.
Strathman stated the order says the owner needs a code compliance inspection and to post a
bond. This is too difFcult to deal with without the proper City staff. This issue will have to be
rescheduled. Mr. Stratiunan suggested Mr. Windom get ahold of Enforcement Officer Steve
Magner, talk through the situation, and see what can be worked out. If something is not worked
out, Mr. Windom should come back to this hearing on August 4.

Christina Duong, manager, appeared and stated the fire mazshal said there needs to be a bigger
bedroom window, however it costs a lot of money to replace the windows in all eleven units.
Pat Fish reported the windows are about 16 inches instead of the 20 inch opening that is required.
Gerry Strathman granted the vaziance with respect to the windows on condition that when the
windows are replaced, they will be replaced with confornung windows.
1511 Rose Avenue East (laid over from 5-5-98)
No one appeared representing the property.
Pat Fish reported she has not heard back from the owner Therese Erickson. The inspector is okay
with the owner putting sheet metal on the inside of each furnace door. Ms. Fish explained to the
owner the fire separation issue. The door on the furnace would be upgraded thereby enclosing
the shaft. Ms. Erickson said she would provide the tenants with evacuation information in the
Asian languages they speak. Ms. Fish assumed the owner would be here today.
Gerty Strathman stated the original appeal mentioned two issues. A variance has already been
given on the windows.
Gerry Strathman granted a variance with respect to the alternative plan for the furnace warked
out between Therese Erickson and the Fire Department.

No one appeared representing the properry.
Pat Fish reported there needs to be steps to get to the escape windows. The masimum the steps
can be from the floor level is 48 inches. In this case, it is a little over 50 inches. In order to
install the steps, the owner would have to deal with the duct work because the home has hot
water heat. Ms. Fish agreed to support a variance for the two inches.
Gerry Strathman granted a variance for the steps from 48 inches to 50 inches.
Note: 907 Bayard Avenue was rescheduled to August 18.
